Source:   Code of the Town of Oyster Bay Chapter 233 - Sec. 17.63
No person regularly engaged in the  sale  or  repair  of  vehicles shall park a vehicle upon
any highway for the purpose of:
1. Displaying such vehicle for sale.
2.  Greasing or repairing such vehicle, except for such repairs as may
be necessitated by an emergency.

It shall be unlawful for any person to park or leave standing at any time any commercial
vehicle or bus on any street, road or highway of the town in violation of any regulations
where signs or markings giving notice thereof are posted, or
to park or leave standing between the hours of 10:00 p.m. and
6:00 a.m.
, any commercial vehicle on any street, road or highway of the town.  This
section shall not, however, prohibit any commercial  vehicle from making deliveries of
merchandise or providing service to the occupants of any premises located on any such
street, road or highway.
(a) Commercial vehicle.  The words “commercial vehicle” shall include any vehicle bearing
a commercial, bus, farm, livery, school, spec commercial, taxi, t + lc, tow truck, or tractor
license   plate, or, in the absence of said license plate, any vehicle with a seating capacity  
greater than   nine (9) persons.

Illegal Housing
What Constitutes an Illegal House
First and foremost it is permitted for a reasonable number of unrelated people to live in the same
house
as long as there is no second kitchen and it is a not-for-profit housekeeping unit.
Second, most homes have C of O's that indicate a one family use only.  By creating another apartment
it makes it illegal
since two families will occupy the premises and the C of O is only for a one family
use
.  Therefore, the use of the premises has been changed from a one family to a two family use which is
not a permitted use in a one family zoned premises.
Third, the change of use from a one family to a two family is a violation because the use of the
premises has been
changed and is not consistent  with the previously issued C of O which indicates a one
family use only.  So the change of use of the premises is a violation.
Not having and/or not applying for the proper C of O for a two family use is a violation.  These 3
violations are Town of Oyster Bay ordinances which are listed on the summons issued.
A second kitchen is the most prominent violation most often cited.  The TOB also has the
homeowner remove the refrigerator and the cabinets in an attempt to deter the homeowner from restoring an
illegal apartment.
The TOB also has the homeowner bring the house back to the condition it was before it was converted to an
illegal apartment such as removing doors and wall that were installed to create the illegal apartment.
Basement apartments are given an immediate summons due to the fact that basements are
considered uninhabitable both by the Town and the State of New York
unless certain criteria are
met, i.e. ceiling heights and proper means of egress in case of fire.







Prohibited Acts

A.  Noise disturbances prohibited.  No person shall make, continue or cause to be made or continued any noise
disturbance at any time.  

B.  Specific prohibitions.  The following acts and the causing thereof are declared to be in violation of this chapter:  

(1) Radios, television sets, musical instruments and similar devices.  

(a) Operating, playing or permitting the operation or playing of any radio, television, phonograph, drum, musical
instrument, sound amplifier or similar device which produces, reproduces or amplifies sound:

Between the hours of 10:00 p.m. the previous day to 8:00 a.m., Monday through Saturday, and
11:00 p.m. the previous day to 9:00 a.m. on Sunday or Holidays
in such a manner as to create a noise
disruption across a real property boundary or within a noise-sensitive zone.

Accumulations of Materials

No person shall cause or permit any accumulation of sand, gravel, cinders, topsoil, mud, earth or other materials to be
placed, deposited, tracked or flowed upon any street or highway.

Streets & Sidewalks
Accumulation of Snow or Ice

Each owner and occupant of any house or other building, and any owner or person entitled to possession of any vacant
lot, and any person having charge of any church or any public building in the town shall keep the sidewalk in front of the
lot or house free from obstruction by snow or ice and icy conditions, and shall at all times keep the sidewalk in good and
safe repair and maintain it in a clean condition and free from filth, dirt, weeds or other obstructions or encumbrances,
and such owner or occupant and each of them shall be liable for any injury or damage by reason of omission, failure or
negligence to make, maintain or repair such sidewalk or for a violation or nonobservance of the ordinances relating to
making, maintaining and repairing sidewalks, curbstones and gutters.

Prohibition of Posting Bills
"No person or persons shall placard, post or display with show bills, hand bills, posters, banners, or any printed or
written notice or notices or advertisements of any kind whatsoever, or attach anything whatsoever of such character to
any tree, pump, hydrant, telegraph, telephone or electric poles, telephone booths, sign posts, traffic light poles and
street lamps within the County of Nassau.

Any person including private citizen may remove and cart away any show bills, banners, posters or any printed or
written notices or advertisements that have been placard posted and/or displayed in violation of this ordinance."
